Helicopter pilots from the U.S. Marines with Sea Knights, U.S. marine helicopters parked on the deck of military amphibious ship, the USS Essex (LHD2) stationed which is about 85 nautical miles or 113 km south of Yangon, Myanmar in the International waters of the Andaman Sea on 23rd, May 2008. The ship has 14 helicopters onboard ready to transfer aid suplies to Myanmar once the U.S. navy ship receive permission from the Military junta to transfer the much needed humanitarian relief materials to the impoverished country struck by Cyclone Nargis on 3 May.

Burmese Cyclone Victims: Discrimination against Western Aids, Is it Acceptable?

It is unwise to send ASEAN team to help the cyclone victims in Burma because it will only delay the massive aid shipment from the USA, France and Great Britain to the disaster regions for the victims who lives are at stake.

The ASEAN leaders know the outcome very well. Even though they have no capacity to help the two million victims, they are doing it to favor the regime, in return, they can get lucrative business deal with the Burmese Junta. That kind of move only covers up the regime from escaping the crime against humanity and allows the innocent people to die painfully and slowly. In fact, ASEAN help will not safe lives it will allow to kill more lives in Burma because their team is not qualify for massive disaster like Cyclone Nargis.

How much money and materials they can donate and use in hard hit regions? Indonesia is far more develop than Burma but when Tsunami hit the country, they could not help by themselves so they opened up and allowed all the donors without a visa and within days, many victims received food, clothing, shelter and medical treatment. In addition, they were managed to identify dead bodies and buried them in proper ways.

Ironically, when France push the idea of using R2P Indonesia rejected the idea together with Russia and China.

Sadly, Burmese cyclone victims did not get a chance like Indonesians. Still many dead bodies were not bury yet and were rotten. The government did not try to identify dead bodies and never record who they were. The Junta does not have money but Generals have all the money. Senior General Than Shwe’s daughter alone received 60 million dollars from her wedding gifts. However, the generals will not spend any penny from their pockets.

Compare with China and Burma dealing on natural disaster

Chinese leaders proved that they have capacity to help the people when they need it. Soon after a magnitude 7.9 earthquake hit Sichuan province on May 12, Chinese Prime Minister Wen Jiabao visited and toured around the disaster zone, people were moved by his eagerness to help people. He encouraged, team members who were exhausted, not to give up, “Every seconds lost means lives lost”. It is true, in Burma, we are losing every second and minute’s people are dying but General Than Shwe does not care about it.

In contrast, Burmese cyclone victims waited and waited for help not only a second, not a minute, for more than two weeks but aids from the government did not arrive to most of the hard hit areas, instead of helping them the regime not only blocked the capacity donors like westerners but also native donors as well. Only people who are allowed to go in the areas are government-sponsored organizations and groups, which collaborate with the regime.

Right now UN Secretary General Ban Ki Moon is going to meet the generals to discuss the allowance of all parties who want to help. Ban said the regime is now allowing nine UN helicopters to carry food and medicines but compare to China, Chinese government sent out one hundred helicopters for the relief supplies.
Both countries have over two millions victims Burma only have nine helicopters and China has ten times more than Burma to help its people. Burmese regime does not have an ability to help its own people; ironically, they do not want the west and the US to help the victims either.

On the other hand, Chinese government sent 130,000 soldiers to comb wreckage for survivors. In contrast, the Burmese regime sent troops to block the local and foreigners who come to the hard hit areas and distribute foods and medicine.

China got lucky because of the coward generals who blocked the west donors. As a result, donors swing their donation to China instead of Burma and China got 400 millions. The generals got the blames; Burmese cyclone victims got rotten food.
The good thing within the bad situation in Burma is the whole world wake up and sees the real evil inside Burma, the ruling generals. The whole world witnessed that how cruel the Burmese generals are and their inhuman behavior on dealing with the cyclone victims.

One of my neighbors told me that, “the Burmese generals are not humans, they are low life animals because animals also protect its own kind, and they are not.” His eyes balls were sparkle with tears and his voice was trembling with anger. Even a foreigner can feel the pain of the Burmese people and children and have passion about it but not the cruel generals. It is the history of the SPDC regime. Some day, in the near future we will see them in the International Criminal Court for their “crime against humanity”.

UN and Burma

UN Secretary General Ban Ki-Moon said Than Shwe failed his telephone calls, so why he goes there to see Than Shwe? It is obvious Than Shwe does not want to talk to him even on the phone. It will turn out as a total rejection from Than Shwe. I see the history repeated by it self. When Burmese UN Secretary General U Thant flew to Burma and trying to meet General Ne Win, he flew to Nagpali Beach to avoid meeting U Thant. When U Thant heard about it , he flew to Ngapali Beach. Ne Win flew back to avoid U Thant. U Thant never had a chance to meet Ne Win..

The only thing Ban need to do is tell the truth directly without fanfare without diplomacy because this kind of regime never respects diplomacy. They only care the dominant force, which is waiting outside Burma reach, the US, France and Great Britain fleets. Ban needs to give a green light to the foreign fleets, which are eager to help Burmese victims with passion and understanding. Ban needs to tell the world that , “the only way to help and save lives of the Burmese cyclone victims is to send the foreign troops immediately”
Then the foreign troops will do their job.
Look at the figures in China 29,000 are confirmed dead and it will rise up to 50,000. In Burma over 100,000 dead and it will be higher but China use 100 helicopters to help, Burma allow nine for two million people. Ban admitted that only 25% of the victims received aids. Time is running out, UN has to act bravely now.

Post Cyclone Era: Problems Stem from Human Disaster

If Than Shwe still afraid of foreign help and block the way to enter legally:
More victims will die of diseases and starving
Irawaddy paddy field will lost its cultivating season and Burma will face a huge rice crisis in its history. SPDC is mainly thinking of building infrastructure not ordering tools and machines for cultivation. Farmers only have two months to cultivate their rice field on time, if not Burma will slide into rice crisis.
ASEAN task force which guide is “ASEAN led Mechanism” will fail miserably which will be known as “ASEAN led Grave yard”.
If Ban Ki-Moon is undecided, he will lost his face like former UN special envoy Razali Ismail.
People will start looting because of hunger and crimes will sprout every where in the nation.
The army will follows its tradition that is “when it shoots, it shoots to the target not in the air”. Many people will die for starvation and gun shot wounds.
Tayzar, the regime main financier will get extra billions for his new contract for construction of infrastructure in the delta region.
SPDC Generals, Tayza and cronies will illegally confiscating land from victims and dead owners for their own benefit. Some lands and paddy fields will given to USDA members to keep their mouth shut.
Orphans will force to recruit as child soldiers and send them to the frontier for the regime’s benefit.

Our Choice

We want The French ship Le Mistral, The frigate HMS Westminster, the American USS Essex. to go inside the disaster regions and help the people without permission from the illegal regime. Then the country will join with them to help the victims freely without fear. Soldiers will abandon their arms and embrace the foreign helpers with friendly hand. Our choice is a better choice; it will save lives millions of it.

OPEN LETTER TO THE PRESIDENT GEORGE W. BUSH
May 23rd, 2008.
Dear Mr. President:
It is our humble request to your government to act on Burma now. We strongly believe that it is the most appropriate time to go into Burma under the banner of humanitarian intervention. The US intervention will be seen as divine intervention by the Burmese people, not only to help the cyclone victims but also to finally free the entire nation from the military yoke.
In 1988, our people demonstrated in front of the US Embassy not to oppose the US government but to show our willingness for a US invasion. Thousands of people marched every day in front of the US embassy and hoping that US army might come in and free them. It was wishful thinking, and it never did happen.

Right now, after Nargis cyclone, people are desperate to get help from western countries. The US is their first priority; we look up to your government.
Our people have suffered enough under the cruel military generals who never respect human lives, religion and their own promise.

The following is why we believe it is necessary for the US, France, Britain or UN to lead the divine intervention.

1.Many victims are still not getting food and medical assistance. Many people and children now have sickness and disease.

2.The UN said the World Food Program is getting in 20 per cent of the food needed because of the restrictions imposed by the government. Most of the food and medicine donated from foreign countries are stored in the government warehouse and still waiting for distribution.

3.Instead of helping the victims, the regime is giving ultimatums to the victims. They are ordering the victims to leave from their respected shelters in public schools in Rangoon Division of North Dagon, South Dagon and Daw bon. Even in a big city like Rangoon, in front of everybody they are pushing out all the victims from the shelters. They will do more harm in the remote places in Irrawaddy delta region where the cyclone hit hard. The reason is they want to vacate the schools for the referendum. Their motive proved that their first priority is to approve the referendum, whatever it takes, not to save the lives of the citizens. They are not interested in saving lives because they worry that it will be the beginning of the end of their military rule.

4.In delta region, they are closing down the roads and do not allow the people who live in other divisions or states to come in and donate food and medicine. They are confiscating cameras and video cameras from people who enter the storm hit areas. What is the meaning of this? Because they are worried that all these photos will prove that many lives are in ruins and that the regime is not helping the people.

5.Similarly, they do not allow reporters. The reason is the same as above; the reporters will report to the world about not only the cyclone victims, but also the cruelty of the government. The generals do not want it; they want to hide as much as they can. Now the officials are saying that the country is already coping with the disaster and coming back to normal. If the situation has come back to normal, why do they not allow people to go in?

6.An estimated more than one hundred thousand lives were perished and millions became homeless but we never heard a word from Senior General Than Shwe that he has sympathy for the victims’ families or his encouragement for the people. Any country, when there is a disaster the head of state visited there and encourages people to overcome the tragedy. Than Shwe never speak about the cyclone victims in the past 17 days, until May 20, 2008. However, the Chinese Premier visited the earthquake victims and lowered the Chinese flag for showing its sympathy for three days. Than Shwe followed the Chinese footstep and ordered to mourn three day. The reason is he never cares about the Burmese people or the victims. His guilt makes him quiet. Because of the pressure from the EU and the USA now he is following the Chinese step.

7.ASEAN will send their team members to help cyclone victims; we welcome the move made by the ASEAN, which is based on the SPDC request. However, we do not believe ASEAN’s team has enough capacity to help the two million cyclone victims. We strongly believe that the US, France, and the Great Britain have full capacity to help the victims immediately and effectively. Time is running out and we are desperate to wait for your decision.

Dear Mr. President,
If you wait for Burma regime’s approval, they will give false hope and buy time for themselves to find a solution which will favor their overcoming the situation. ASEAN involvement is their first step to avoid the US and EU to enter Burma. We love our neighbors but some ASEAN leaders are corrupt and willing to favor the regime instead of helping victims. If the regime successfully block the US and EU to enter Burma, Burmese people will be enslave for another fifty to hundred years.

Please do not compare Burma with Iraq because Buddhist monks, students, Burmese patriots, and we will happily assist you with whatever you need to go inside Burma and help the cyclone victims and entire nation. We are willing to go together with whoever enters Burma first. We will recruit translators, doctors, and nurses. Many concerned Burmese citizens are willing to join the intervention. Please do not waste the precious time that we have now to enter Burma under the name of “Humanitarian Assistance.”

Burma: Men made Disaster took over Natural Disaster

The Burmese generals have no passion on their own citizens and only they see them as their slaves not as human beings. International actors have to understand that there is no time for them to wait for the permission from the generals if they understand how they treated their own citizens from the beginning of the military rule since 1962.

The recent cyclone crisis proved that the generals never value the lives of its own citizens. If the foreign governments do not act on time, a lot of lives will ruin together with a wind. The raining season has arrived. Cyclone victims do not have shelter, food, and clean water. Men made disaster will take over natural disaster soon and we will witness this tragedy if we do not act on time. Below are the historical facts that prove the above statement.

The Beginning of the Men Made Disaster: The Birth of Military Rule

After the Burmese military staged a coup on March 2, 1962, not only Burmese people but also the world witness the series of unthinkable actions that no sane person could imagine to do such a heinous crime against to its own country men, women and children. However, it did happen in Burma again and again under the military rule

In the past, the Burmese generals took an oath that they would gave their lives to gain independence from British colonial rule. Independence from Britain was short live; the same people who promised to free Burma enslave its own people and became bullies. They only care how to maintain the political power and exploit Burma rich natural resources for their own greed not for the country, not for the people and not for the soldiers who served them.

Below are the historical facts which will shock the whole world and people will understand how cruel and cunning the generals are and who do not have loyalty, dignity, honesty and sympathy and love of their people.

Reaction to Activists who against the military rule
The first experience we have was when university students demonstrated against the regime after three months of military coup on July 4 and more than 100 student’s activists were short dead inside the university compound on July 7, 1962. The next day on July 8, 1962, the regime blown up the historical Student Union building, the intention of the action was to eliminate the student movement once and for all. It was an extreme measure conducted by the regime. The generals worried that if the building existed, students have a chance to organize and discuss about politics inside the building and against their authority. From this day to the present Students, workers, farmers do not have the rights to form their own organization legally.
Student leader Tin Maung Oo who led the two demonstrations on December 5, 1974 and June 6, 1975 was secretly hanged inside the notorious prison Insein, no announcement was made public and refused to give confirmation to his parents about his dead. His parents were sentenced to five years for being parents who did not discipline their son.
On March 16 1988, anti government demonstrators were cornered in down town Rangoon and put into prison trucks by forced like sardines. When the trucks arrived at the prison gate, 41 people were found dead of suffocation.
Nation wide demonstrations erupted in 1988 known as four eight movement (8.8.88) was sabotaged by poisoning food and drinking water and attacking demonstrators led to riots and blood shed which gave the military to stage a coup and killed more that 10,000 unarmed demonstrators.
On Friday May 30, 2003 Depeyin massacre known as “Black Friday”, occurred. 1991 Nobel Peace Laureate Aung San Suu Kyi and her supporters starting an organizational trip to upper Burma was ambushed near a village called Kyi Ywa, in Depeyin township and government sponsor thugs beaten to death more than 70 of her supporters on the spot and later account 282 dead. Luckily , she was escaped un-harm but the government put her under house arrest and captured her followers who escaped from murder. No one was arrested for the mass killing, ironically the victims were arrested and questioned by the police force. The regime refused to open the case about the killing.
88 Generation Student leaders Min Ko Naing, Min Zayar, Ko Ko Gyi, Htay Kywe, and many of their leading members were captured in 1989 for their leadership role in 1988 uprising. They were released after 17 years in prison but recaptured again in September 2007 before the saffron revolution when they complained about the government abruptly raised four times of gas prices.
Ohn Than who staged a one man show demonstration in front of the city hall was sentenced to 20 years. Burmese Human Rights activists Htin Kyaw was badly beaten and detained for demanding the lowering of commodities
In 2007, from September 18 to 26, some 100,000 demonstrators, led by Buddhist monks staged the biggest protests known as “Saffron Revolution” in Burma since 1988 uprising. Again their peaceful demonstrations, which demanded for lower gas and food prices were short live. The military destroyed monasteries, and killed more than hundred of monks and people, captured thousands.
This year on May 3, 2008, the Cyclone Nergis hit Burma’s capital and delta region very hard, killing 100,000 and left millions homeless. The generals refused the international aid agencies to help Burmese cyclone victims who lives are in danger. They care about their political power not the people. When people are dying, they are busy concentrating on their referendum, which will favor the military dominant rule in Burma politics.

Robbing from its own citizens
1. The second experience was the currency problem. On May 17, 1964 announcement under Law No.7, the regime demonetization of all fifty and one hundred-kyat notes worth 1.2 billions kyats. People were robbed by their own government without compensation. Some suicide and some went insane.

2. On November 3, 1985 one hundred kyat notes were abolished and no longer allowed to use. Only not more than 5000 kyats were allowed to exchange with smaller notes, resulting robbing more than 1200 millions from people.

3. The regime print out 25, 35, 75 kyats notes which the world never see such kind of odd notes. But on September 5, 1987, Secretary of State Sein Lwin issued the order that 25, 35, 75 notes are no longer valid to use, wiping out 80% of the country circulation totaling 6500 millions kyats which made people outrage and reaching the boiling point of civil unrest.

On September 22, 1987, the Central Bank issued new odd notes again, 45 kyats and 90 kyats, which is difficult to calculate for citizens. Later the currency was withdrawn from public.
Foreign aids arrived in Burma were seen in the black market which items are means for the victims.

Ethnic Cleansing and Refugees

In Burma, there are seven major ethnic groups and many sub ethnic groups. The ethnic nationalities want the genuine Federal Union but the military refused their just demand. Ethnic rebellion against the Burmese government started right after Burma gain independence. After military coup in 1962, suppression against the ethnic nationalities is more severe. Women have been used as rape victims as a punishment, children are snapped on the street and forced to join the army as child soldiers. Villagers were forced to work as army slaves and were killed in the front line without compensation. The regime argued that it is a volunteer labor not a forced labor.

In Thai-Burma border, there are more than 100,000 refugees. More than a million people living in the jungle as displaced persons. On the India -Burma border, at least 50,000 refugees are living with fear from government cross border raids. More than 100,000 Muslim refugees are now living in Bangladesh-Burma border. Why people from Burma fled their own country and lived in refugee’s camps in neighboring countries? They want to live and survive, if they still living inside Burma, they will be raped, killed or forced to work as slaves for the army.

All those tragedies stem from military rule; it is a simple and honest answer.

Conclusion

The United Nations, the United States and the European Nations need to go inside Burma as humanitarian intervention as soon as possible. The generals do not care about the people and they will not give any green lights to the US and European disaster teams to help victims effectively. There is no time to wait for the general’s permission to save thousands of human lives before it is too late. Burmese people are suffered enough they do not deserve this kind of treatment.

On the other hand, the rank and files in the army are fed up with the government slow response. They too want to see the international aids for their fellow citizens but they do not dare to speak out for their safety. If the UN, especially the US troops intervene inside Burma, they are ready to join with the troops rather against them.

One Burmese commander said, “Our people have suffer enough including my relatives, we are only hoping for the foreign invasion, if it happen we will join them and restore the dignity of the true nationalist army who willing to serve for the people and willing to die for it”.
At the front line, many soldiers want to desert the army but they are afraid of being recaptured and slaughtered by their own troop. In addition, the Thais, India and Chinese government have Memorandum of Understanding (MOU) with Burmese regime that is the respected countries have a duty to send back the army deserters to the regime.

Many soldiers deserted the army and cross the border into Thailand and India but they were captured and sent back according to the agreement. Those who were sent back to Burma were brutally tortured and killed. If the US and UN persuade the Thais and Indian government (not China because it will be a waste of time) to set up a refugee camp for the army deserters, many rank and files will leave the army, not only one after another, the whole regiment will join the camp.

One merchant who open a store in Burma side of Thingan Nyi Naung said, “Many soldiers came to my store and buy food and drinks, when we know each other most of them told me that how they could go to the Thai side and find a job. They said they are forced to join the army and really want to run away. He said not only the soldiers but also the officers want to quit the army, if there is a way out”.

It seem Burmese army is not seem like loyalty to the top generals, they are waiting for the forces which have enough power to turn the table. If the President Bush dares to do it, he will be admired by the entire county and the Americans will give him a credit that he lost it in Iraq. Are UN and the United States willing to do it?

UN blasts Myanmar for visa policy on aid workers

YANGON, Myanmar - The United Nations blasted Myanmar's military junta on Friday, calling its refusal to let in foreign aid workers "unprecedented" as survivors of a devastating cyclone waited for food, shelter and medicine.
The junta said in a statement Friday it was grateful to the international community for its assistance — which has included 11 chartered planes loaded with aid supplies — but the best way to help was just to send in material rather than personnel.
One relief flight was sent back after landing in Yangon on Thursday because it carried a search-and-rescue team and media representatives who had not received permission to enter the country, the junta said. It did not give details, but said the plane had flown in from Qatar, apparently referring to a U.N. flight.
According to state media, 22,997 people died and 42,019 are missing from Cyclone Nargis, which hit the country's Irrawaddy delta on Saturday. Shari Villarosa, who heads the United States Embassy in Yangon, said the number of dead could eventually exceed 100,000 because of illnesses.
On Friday, Japan said it will give aid worth $10 million through the U.N. to Myanmar, adding to the massive amounts of aid that has been pledged by foreign governments.
However, the isolationist regime of this Southeast Asian nation has refused to grant visas to foreign aid workers who could assess the extent of the disaster and manage the logistics.
Paul Risley, a spokesman for the U.N. World Food Program, said the organization has submitted 10 visa applications around the world, including six in Bangkok, Thailand, but none has been approved.
Even if the government changes its mind, there is no hope of getting any visas in Bangkok until Monday because of a Thai holiday Friday that has shut down the Myanmar Embassy, Risley said.
"The frustration caused by what appears to be a paperwork delay is unprecedented in modern humanitarian relief efforts," said Risley, who is based in Bangkok. "It's astonishing.
"We strongly urge the government of Myanmar to process these visa applications as quickly as possible, including work over the weekend," he said.
But there was no sign the junta was relenting.
"Currently Myanmar has prioritized receiving emergency relief provisions and making strenuous effort delivering it with its own labor to the affected areas," said the junta statement, carried in the state-owned New Light of Myanmar newspaper.
The announcement came as critical aid and experts to go with it were poised in neighboring Thailand and elsewhere to rush into Myanmar, one of the world's poorest nations.
"Believe me the government will not allow outsiders to go into the devastated area. The government only cares about its own stability. They don't care about the plight of the people," said Yangon food shop owner Joseph Kyaw, one of many residents angry at the regime for doing little to help them recover from the storm's destruction.
Among those waiting in Thailand were members of the USAID Disaster Assistance Response Team. Air Force transport planes and helicopters packed with supplies also sat waiting for a green light to enter Myanmar, also known as Burma.
"We are in a long line of nations who are ready, willing and able to help, but also, of course, in a long line of nations the Burmese don't trust," U.S. Ambassador Eric John told reporters in Thailand's capital, Bangkok, on Thursday.
Myanmar allowed the first major international aid shipment Thursday — four U.N. planes carrying high-energy biscuits, including one which was apparently turned back. On Friday, state-owned television showed a cargo plane from Italy with water containers, food and plastic sheets at Yangon international airport.
Two of four U.N. experts who flew in to assess the damage were turned back at the airport for unknown reasons, but the other two were allowed to enter, said John Holmes, the U.N. relief coordinator.
It is not clear how much of the aid is reaching the Irrawaddy delta, where entire villages have been submerged with bodies floating in salty water and children ripped from their parents' arms.
The U.N. estimated that more than 1 million people have been left homeless.
"The most dramatic situation is the case of children who have lost their parents. We don't know at the moment how many have lost their parents, relatives," said Juanita Vasquez, a representative of the U.N. Children's Fund in Myanmar.
Grim assessments about the immediate future continued: The aid group Action Against Hunger noted that the delta region is known as the country's granary, and the cyclone hit before the harvest.
"If the harvest has been destroyed this will have a devastating impact on food security in Myanmar," the group said.
In Yangon itself, the price of increasingly scarce water shot up by more than 500 percent, and rice and oil jumped by 60 percent over the last three days, the group said.
Hardships in the country's largest city have prompted some embassies, including that of the United States, to send diplomats' families out of the country.
Although the military regime had begun allowing in the first major international aid shipments, it snubbed a U.S. offer to help cyclone victims
By doing so, the junta refused to take advantage of Washington's enormous ability to deliver aid quickly, which was evident during the 2004 Indian Ocean tsunami that killed 230,000 people in a dozen nations.
The first foreign military aid following that disaster reached the hardest-hit nation, Indonesia, two days later. The most significant help came when U.S. helicopters from the USS Abraham Lincoln began flying relief missions to isolated communities along the Indonesian coast.
With roads in the Irrawaddy delta washed out and the infrastructure in shambles, large swaths of the region are accessible only by air, something few other countries are equipped to handle as well as the U.S.
Tim Costello, chief executive of World Vision Australia, said that "it's certainly the case that the Americans, as they showed in the tsunami, have extraordinary capacity."
The U.S. government, which has strongly criticized the junta's suppression of pro-democracy activists, will have to convince the generals that Washington has no political agenda, Costello said.
Meanwhile, in Canberra, Australia, protesters angry at the Myanmar regime threw a bottle at a diplomat's car and scuffled with police outside the country's embassy. Three people were detained by police.
Prime Minister Kevin Rudd criticized the junta for its restrictions on aid workers.
Also on Thursday, Microsoft Chairman Bill Gates announced that the Gates Foundation would donate $3 million for relief efforts and provide software to help reunite family members separated in the cyclone.

JAKARTA DECLARATION ON BURMA, 7 March 2008 Adopted by participants of “The Role of ASEAN Civil Society in Supporting Human Rights and Democracy in Burma” We, civil society participants at the conference on “The Role of ASEAN Civil Society in Supporting Human Rights and Democracy in Burma”, held in Jakarta, 6-7 March 2008, call upon the governments and peoples of ASEAN to reject the Burmese regime’s constitutional referendum unless steps are taken to guarantee genuine popular participation and a meaningful and time-bound tripartite dialogue process. Changes to the current rules and laws governing the constitutional referendum process and proposed subsequent general elections are urgently needed. An unfair referendum process could lead to social unrest and political instability within Burma, which could intensify the economic crisis and massive population flows to neighbouring countries which are already compromising the region’s ability to protect its borders, prevent spread of infectious diseases and combat trans-national crime. The Burmese State Peace and Development Council (SPDC) has already ignored calls from ASEAN leaders to include democracy leader Daw Aung San Suu Kyi in the proposed elections in 2010. If ASEAN goes along with such an illegitimate process, it risks undermining its own credibility. Therefore, we call for the UN, ASEAN, international and the regional community to:
Insist that the referendum be conducted in a credible and transparent manner that meets international standards, including allowing UN and ASEAN monitoring for the referendum and elections.
Promote the development of conditions for free and fair referendum and national elections for a stable transition to democracy, specifically: 1. declaration and implementation of a nationwide ceasefire.
2. unconditional release of all political prisoners including Aung San Suu Kyi, ethnic leaders, leaders of the Saffron Revolution and those arrested under laws preventing debate of the referendum and constitution.3. dissolution of laws that inhibit freedom of expression, opinion, association and movement.
Actively support the UN’s Good Offices mandate to push for the resumption of substantive dialogue between Daw Aung San Suu Kyi and senior SPDC leaders, with a view towards eventual tri-partite dialogue leading towards national reconciliation.
Ensure that UN Security Council endorse calls for a global arms embargo and targeted financial sanctions.
Ensure the implementation of existing UNSC Resolutions in the context of Burma, in particular Resolutions 1674 (protection of civilians in situations of armed conflict), 1612 (protection of children affected by armed conflict) and 1325 (protection of women and girls in armed conflict), and seriously pursue sanctions and targeted measures to this end. We strongly believe that Indonesia, with the backing of ASEAN and the international community, has a key role in promoting all-inclusive dialogue on transition to a democratic Burma, one which includes all Burma civil society stakeholders, not just the regime. This includes immediate work to develop conditions to facilitate dialogue between these groups. In light of the SPDC’s inability to respond to the humanitarian crisis gripping the nation, we urge ASEAN nations and the broader international community to fulfil their responsibility to protect the affected people of Burma. Therefore, the Conference participants call for actions in the following areas: Human Rights Promotion:
The Office of the High Commissioner on Human Rights should establish a permanent presence on the ground in Burma to undertake sustainable and comprehensive human rights monitoring and protection.
The Human Rights Council should send a full-fledged fact-finding mission to Burma, composed of relevant Special Rapporteurs and support staff to follow-up on Professor Pinheiro’s accompanied and short term mission last year.

ASEAN should initiate a Commission of Enquiry into the September crackdown. Humanitarian Access and Protection:
SPDC must allow access and monitoring by independent aid agencies, and remove restrictions on humanitarian agencies, including the ICRC, in conflict-affected areas.
The SPDC must immediately cease its assaults targeting civilians and the destruction of health facilities and attacks on personnel, particularly in eastern Burma.
SPDC must honour its commitments made in regards to concerning human rights abuses in conflict-affected areas. Further, the UN Special Rapporteur on Children in Armed Conflict should step up her efforts in this context.
SPDC should honour its commitments to CEDAW Concluding Observations, in particular to stop gender-based violence as a weapon of war.
ASEAN governments must ensure protection of asylum-seekers and exiled activists in their territory, in accordance with international legal standards. Human Development and Poverty Alleviation:
IFIs (World Bank, IMF, ADB) should implement a meaningful, multi-stakeholder process that is inclusive of Burmese civil society in addressing Burma’s economic crisis.
International community must take a more pro-active approach to support Burmese civil society for long term preparations for the transition to democracy. We hereby renew our commitment to actively support and acknowledge the undying courage and determination of the peoples of Burma in the pursuit of peace and freedom, mindful that this will also hasten peace and freedom to ASEAN as a whole. The difference between Vote No and No Vote an article about referendum

Dear all,
Since there has been a lot of advocacy works with regard to referendum, I found out that there is two different opinions on that issue.
One is saying No Vote that means boycott the referendum.
The other are saying Vote No in a way by encouraging the people to go and vote "No".
The leading 7 alliances made it very clear in their joint statement. Please read in thoroughly. It is saying Vote No.

And I sincerely would like to explain the fundamental concepts behind this Vote No.
1. We totally reject the constitution.
2. We will oppose in each step.
3. The active forces inside will mobilize the mass movement to show the rejection at anytime possible.
4. If the momentum is not gained enough before referendum, people has to be encouraged to go and cast No. Cause the boycott vote will become abstain vote and it means that it is indirectly supporting the constitution as it will not be counted as No.

We all encourage people to go and vote no. That's the action to show their rejection. Again, boycotting is supporting the constitution.

Please say it clear and loud "Go and Vote No". Ask the people to show their desire both on the street and at the ballot station.

This is voice of the most of the political groups inside Burma and they got arrested everyday by passing this message.

Please be united in one voice if this is rational and relevant.

Confusion and different direction will always give the stick to the regime. I would like to recommend this article for your thoughts as well.
